Kaagad at masugid na isusulong ni Albay Rep. Joey Sarte Salceda ang dalawang prayoridad na panukalang bas sa nalalapit na pagbubukas ng ika-18 Kongreso — ang paglikha ng Department of Disaster Resilience (DRR) at ang Tax Reform for Attracting Better and Higher Quality Opportunities (TRABAHO). Siya rin ang pangunahing may-akda ng dalawang panukala.

Ang dalawa ay ilan lamang sa 34 ‘bills’ na inihain niya sa katatapos na ika-17 Congress, na ang 12 ay itinuturing niyang mga prayoridad.

Ang 10 iba pa ay ang ‘Housewives Compensation Act, Amendments to the Public Service Act, Pubic Schools of the Future, Internet Speed and Connectivity Emergency Act, 35-hour Work-week Act, Last Mile Schools, Science for Change Prog­ram, Mandatory Overpass near schools, Public-Private Partnership (PPP) Modernization Act, at Protection for Freelance Gif Workers in the Gif Eco­nomy Sector.

Kabilang sa 22 iba pa niyang ‘bills’ ang mga amyenda sa Retail Trade Liberalization Act, Fo­reign Investments Act, Fiscal Regime for the Mi­ning Industry, Real Property Valuation and Assessment, National Transportation Act, Capital Income and Financial Taxes Reform, Excise Tax Rates on Alcohol, National Competition Policy Act, Productivity Incentives, National Innovation and Po­licy Act, Public Schools of the Future bill (PSOFT), Collective Investment Scheme, New NEDA Law, PNR Authority and PNR Corps, Compensation for SK Kagawads and officers, SKOK o Special eligibility for SK Officers, Moving Barangay and SK elections to 2021, Proof of Parking, National Land Use Act, FinLit Law, Scam Finder Act, Mandatory Reserve Officers’ Training Corps (ROTC), at Lowe­ring of Age of Criminal Liability.
