Welcome para kay Bayan Muna Rep. Carlos Isagani Zarate ang pahayag ng Civil Service Commission (CSC) na bukas ito para mawakasan ang contractualization sa mga kawani ng gobyerno.
Pero may hamon ang solon sa CSC.
Kung ano ang sinasabi dapat ay ginagawa, ayon kay Zarate.
“We challenge the commission to walk the talk and scrap Joint Circular No. 1, s. 2017 that legitimizes contractualization and provides no guarantee for the security of tenure for non-regular workers in the public sector,” pahayag ng solon.
Binanggit nito na inisyu ng CSC, Commission on Audit (COA) at Department of Budget and Management (DBM) ang Joint Circular No. 1, s. 2017 noong Hunyo 15, 2017 na may kinalaman sa “Rules and Regulations Governing Contract of Service and Job Order Workers in the Government”.
Sinabi ng kongresista na salig sa joint circular ay walang employee-employer relationship kaya bokya ang benepisyo ng kontraktuwal na kawani ng gobyerno.
“Worse, the circular provides that starting from the year 2019 government agencies may only avail of outsource services through institutional contract of service or subcontracting. Labor contractualization, in all its forms, must be stopped and workers regularized in both private and public sector. The government must set a good example by regularizing all its contractual workers, and, prohibiting and penalizing the hiring of contractuals,” pagdidiin ni Zarate.
