Bumuo ng caretaker committee si Pangulong Rodrigo Duterte upang siyang mangasiwa sa araw-araw na operasyon ng gobyerno habang nasa official trip ito sa Russia at United Arab Emirates (UAE).

“Whereas, the President and some key members of the Cabinet will be in Russia and the UAE for ­official visits on 22-29 May 2017,” nakasaad sa Special Order No. 460 na nilagdaan ni Executive Secretary Salvador Medialdea.

Kabilang sa bumubuo ng caretaker committee ng gobyerno ay si Budget Secretary Benjamin Diokno, Environment and Natural Resources acting Secretary Roy Cimatu, Philippine National Police (PNP) Deputy Director Gen. Ramon Colet Apolinario, at Senior Deputy Executive Secretary Menardo Guevarra, na tumatayong acting Executive Secretary.

“The committee shall take care of the day-to-day operations in the Office of the President and oversee the general administration of the Executive Department.

It shall, if necessary, act on behalf of the President, exempt on matters in which the President is required by the Constitution to act in person, during the time that the President is outside the Philippines, from May 22, 2017 to May 29, 2017,” laman pa ng Special Order No. 460.
