Diokno tumiklop, umento ibibigay na

Tila nahimasmasan na umano si Budget Secretary Benjamin Diokno kaugnay sa umento sa suweldo ng mga kawani ng gobyerno.

Ayon kay House Majority Leader Rolando Andaya Jr., pinayagan na umano ng Department of Budget and Management (DBM) na ilabas ang pang-apat na bahagi ng umento sa ilalim ng Salary Standardization Law (SSL) para sa mga empleyado ng mga local go­vernment unit at government-owned and controlled corporation.

“Finally, Sec. Diokno has come to his senses. Now, he realizes what he has to do to implement the law granting salary increases to civil servants even under a reenacted budget,” pahayag ni Andaya.

Ayon kay Andaya, nakapaloob ito sa dalawang circular ng DBM.

“The DBM Circulars — Local Budget Circular No. 118 and Corporate Budget Circular No. 23 — were both signed by Sec. Diokno on 15 January 2019, which both took effect on 1 January 2019. The twin circulars only mean that what we are saying is true all along. It is the DBM that has the tools to implement the salary increases even under a reenacted budget,” paliwanag ni Andaya.

Puwede naman talaga aniya itong gawin ni Diokno para maipagkaloob ang dagdag na suweldo ng mga taga-gobyerno.
Mistulang hinostage lamang umano ang mga empleyado para desperadong mapu­wersa ang Kongreso na aprubahan ang kanyang mga pet project sa lalong madaling panahon.
