Nilinaw ni Justice Secretary Menardo Guevarra na ang inilabas na memorandum order 32 ni Pangulong Rodrigo Duterte ay suporta lamang sa Memorandum Order 3.

Ang pahayag ay ginawa ni Guevarra matapos mag-isyu ng order si Duterte na mag-deploy pa ng maraming puwersa ng militar sa Negros, Samar, at sa buong Bicol Region.

Nabatid na sa ilalim ng MO3 series of 2016 napapaloob dito ang alituntunin at hakbang para sa Armed Forces of the Philippines at sa Philippine National Police na ‘suppress lawless violence.’

Habang sa Memorandum Order No. 32 series of 2018 na inilabas noong Biyernes, may kautusan sa police force na ‘suppress lawless violence and acts of terror’ sa mga nabanggit na lalawigan.

“The DOJ is called upon to expeditiously investigate and prosecute those who may be apprehended for commission of lawless or terrorist acts,” ayon kay Guevarra.

Kung magpapatuloy ang karahasan sa mga nabanggit na lalawigan sa kabila ng MO32 ay bubuo ang DOJ ng special task force, giit pa ng kalihim.

“We’ll play it by ear. If lawless violence persists, the DOJ may consider creating a special task force for the purpose,” dagdag pa ni Guevarra.
