Tiniyak ni Justice Secretary Menardo Guevarra na hindi aarestuhin ang mga lalabag sa ipatu­tupad na community quarantine simu­la ngayon araw para mapigilan ang paglabas at pagpasok sa National Capital Region (NCR), kasunod ng banta ng Coronavirus Di­sease 2019 (COVID-19).

“Re checkpoints, law enforcement agents can physically prevent actual movements [entry into or exit from Metro Manila] unless covered­ by the exceptions or on highly justifiable grounds,” paliwanag ni Guevarra.

“No [detention], just being physically prevented­ from entering­ or exiting. But if the person assaults the law enforcement agent, or slanders him, or bribes him, then that’s cause for a warrantless arrest,” dagdag ni Guevarra.

Ang pahayag ni Guevarra ay taliwas sa na­ging pahayag ni Phili­ppine National Police-National Capital Region Police Office (NCRPO) Director Police Major Gene­ral Debold Sinas na nagpahayag na aares­tuhin at ikukulong ng mga awtoridad ang hindi rerespeto sa ipatutupad na mga guideline.

Kasabay nito, nilinaw ni Guevarra na hindi ipa­tutupad ang martial law sa Metro Manila.

“We are fighting a common but relatively unknown enemy, a dangerous and lethal virus known as COVID-19­.­ The [Philippine National­ Police], assisted­ by the [Armed Forces­ of the Philippines], will be on the streets not to sow fear but to protect us,” paliwanag pa ni Guevarra.
