Ex-mayor ng Maguindanao sinibak ng Ombudsman

Naglabas ng direktiba si Ombudsman Conchita Carpio Morales na tanggalin sa tungkulin si dating Matanog, Maguindanao Mayor Hadji Nasser Imam.

Tatlong kaso ang nagbigay daan para sipain sa serbisyo si Imam, kabilang dito ang conduct prejudicial to the best interest of the service, grave misconduct at gross neglect of duty matapos na mabigo umanong ayusin o propesyunal na panghawakan ang financial affairs ng kanilang bayan.

“Apart from his dismissal from the service, Imam was meted the accessory penalty of cancellation of eligibility, forfeiture of retirement benefits, perpetual disqualification from holding public office and bar from taking civil service examinations,” ayon sa Ombudsman.

“The administrative penalties were based on the findings that Imam was remiss in his duties as local chief execu­tive when in September 2011, the local go­vernment unit started defaulting on its obligation to pay the P30 million infrastructure loans it had taken out from the Philippine Postal Savings Bank, Inc. (PPSBI) in December 2010. The loan was supposed to fund the construction of a 28-kilometer farm-to-market road project,” dagdag ng Ombudsman.

Hindi pinakinggan ng Ombudsman ang depensa ni Imam na “in good faith” siya at dahilan sa sunud-sunod na bagyong tumama sa kanilang ba­yan noong 2012 ay hindi naasikaso at natugunan ang mga financial obligations ng munisipalidad.
