Guilty ang naging hatol ng Sandiganbayan laban kay dating San Sebastian, Samar Mayor Arnold Abalos kaugnay sa kasong 40 counts ng paglabag sa Section 52(c) of the Government Service Insurance System Act of 1997 (Republic Act No. 8291).

Dahil dito, pinagbabayad si Abalos ng multang P5,000 para sa bawat count ng paglabag o kabuuang P200,000.

Bukod kay Abalos, guilty din ang hatol ng korte kay Municipal Treasurer Virginia Uy at Municipal Accountant Pepita Mabini para sa kahalintulad pa ring kaso at pinagbabayad rin ng nabanggit na halaga.

Sa isinagawang re-­arraignment, binago ng mga akusado ang kanilang pinasok na plea mula sa “not guilty” at ito’y binago sa “guilty plea”.

May kinalaman ang kaso sa kanilang non-remittance ng P6.9 milyon GSIS contributions mula taong 2008 hanggang 2012.

“The accused are thereby deemed to have admitted all the material allegations in the 40 Informations indicting them for the non-remittance of P6.9 million in GSIS contributions covering various periods from 2008 to 2012,” ayon sa korte.

Tinukoy ng korte ang RA No. 8291, na nagsasaad na, “local chief executives and other responsible officers are mandated to remit GSIS contributions within 30 days from the time that the same shall have been due and demandable. The employees’ and employer’s GSIS contributions are due within the first 10 days of the calendar month following the month to which the contributions apply.”
