Ibinuking ni Camarines Sur Rep. Rolando Andaya Jr. na nagsagawa ng post-bicam realignment ang Senado sa ha­lagang P75 bilyon, kung saan P25B ay itinago sa Department of Public Works and Highways (DPWH) sa pamamagitan ng ‘parking scheme.’

Napilitan si Andaya na ilabas ang baho ng Senado matapos magbanta ang liderato ng Mataas na Kapulungan na hindi pipirmahan ang enrolled copy ng proposed 2019 national budget kung hindi ibabalik ang mga ni-realign ng Kamara sa panukalang budget.

“This is clearly parked pork. The senators may try to justify the realignment by describing them again as institutional amendments. But how can they describe the Senate’s P25B realignment that was parked in the DPWH budget? Still institutional amendments?” tanong ni ­Andaya.

“I wish to make it clear. Of the P75-billion post-bicam realignment by the Senate, at least P25B was parked as additional fund for the senators’ pet projects in the DPWH. No details of the parked funds were contained in the bicam report,” dagdag nito.

Ang DPWH ay pinamumunuan ni Secretary Mark Villar, anak ni Senador Cynthia Villar.

Ayon kay Andaya, chairman ng House committee on appropriations, itinago ng Senado ang pangalan ng mga senador na siyang nagsiksik ng parked pork kaya’t ang mga kongresista na naman ang paghihinalaan dahil nabuntis ang pondo ng mga congressional district.

“We have no means of extrapolating the proponent senators for these projects since the Se­nate did not submit the individual names of the proponent per project,” himutok ni Andaya.

Nilinaw din ni Andaya na hindi labag sa Konstitusyon ang ginawa nilang pagbabago sa 2019 budget dahil in-itemized lang nila ang mga lump sum fund.
Mariin namang itinanggi ni Senate President Vicente ‘Tito’ Sotto III ang akusasyon ni Andaya na may P75B realignment ang Senado at ang P25B parked pork sa DPWH.

“Not true. The Senate did not touch anything after the ratification in plenary. LBRMO (Legislative Budget Research and Monitoring Office) and Sen. Loren (Legarda) can swear to that. With that statement, he is practically admitting to their internal realignment,” ani Sotto sa text message sa Tonite.
