NAGBABALA si Senador Panfilo ‘Ping’ Lacson sa Senado na huwag sasakyan ang pahayag ng mga lider ng Kamara hinggil sa kabutihan umano ng ‘itemized’ o line-item budgeting dahil panloloko lamang ito dahil ang katotohanan ay inilipat nila ang mga pondo sa mga pinapaborang distrito kahit niratipikahan na ang 2019 national budget kaya’t bawal na itong gawin.
Binanggit ito ni Lacson matapos humirit ang numero unong bata ni House Speaker Gloria Macapagal-Arroyo na si Camarines Sur Rep. Rolando Andaya Jr. na aprobahan ang 2019 national budget sa pagbabalik ng sesyon ng Kongreso sa Mayo.
“National budget: Don’t be fooled by congressmen tasked to make us believe they merely ‘itemized’ when in fact, they arbitrarily realigned to favored districts several appropriations already approved by both houses of Congress thereby sacrificing already vetted infra projects,” diin ni Lacson sa kanyang tweet kahapon, Marso 16.
Nauna rito ay nanawagan si Andaya sa Senado na pagtibayin ang panukalang 2019 national budget sa pagbabalik ng sesyon sa Mayo dahil ito na ang huling tsansa para matigil na ang paggamit ng reenacted budget.
“If the Senate is indeed serious in enacting a General Appropriations Act for 2019, we have until May this year to complete our task. Both chambers will resume legislative session on May 20 until June 7. That is our last chance to pass the national budget,” diin pa ng chairman ng House committee on appropriations.
Binanggit pa ni Andaya na gusto umano ng mamamayan na magkaroon ng transparency sa pagkakagastusan ng panukalang P3.757 trilyong budget ngayong taon kaya’t ginawa niya ang line-item budgeting imbes na lump sum tulad ng kagustuhan ng Senado.
“I am still hopeful that the senators will have a change of heart. Line-item budgeting is our response to the people’s demand for transparency and accountability in the national budget. Lump-sum funds are more prone to corruption and violate many tenets of transparent expenditure of public funds,” dagdag pa ni Andaya.
